State officials said the initiative is designed to strengthen collaboration between formal security agencies and local security groups, including vigilante organisations that play supporting roles in safeguarding communities.
According to authorities, the SOP will establish clear operational guidelines covering recruitment processes, command structures, reporting mechanisms, and compliance with human rights standards.
