ABIA RANKS SECOND IN REVISED PHILLIPS CONSULTING 2026 REPORT

Abia State has emerged as Nigeria’s second-ranked state in the revised 2026 State Performance Index by Phillips Consulting, recording one of the strongest improvements in performance among the states assessed.
According to the report, Abia recorded a composite score of 0.55, placing it behind Jigawa State, which ranked first, while Enugu State occupied the third position.
The assessment showed a significant improvement in Abia’s ranking, moving from 36th position in 2024 to 10th in 2025 and then second in 2026. The movement represents a 34-place rise over the three editions of the assessment.
Phillips Consulting said the revised report distinguishes between a state’s current level of performance and the progress it has made over time. The assessment therefore includes a Performance Snapshot as well as a Rank Trajectory to provide a clearer picture of the states’ performances.
Abia’s strongest performance was recorded in citizen satisfaction, with residents giving positive assessments in areas including government support for businesses, road infrastructure and communication of government policies. However, the report identified employment, access to clean water and law-enforcement conduct among areas where residents expressed comparatively lower satisfaction.
The revised report also incorporated audited financial statements for 2025 and adjusted the methodology used to assess areas such as fiscal sustainability, transparency and performance momentum. Phillips Consulting said the changes were designed to provide a clearer and more consistent assessment of how Nigerian states are performing and progressing.
