Rwanda Envoy Seeks Stronger Laws to Combat Genocide Threat, Hate Speech

Rwanda’s High Commissioner has called for stronger legal frameworks and collective action to address the growing threat of genocide and the spread of hate speech, particularly in the digital space.

Speaking at a public forum, the envoy emphasized the need for governments and institutions to strengthen laws that deter incitement to violence and promote accountability for offenders.

The High Commissioner noted that the rise of online platforms has amplified the reach of harmful narratives, making it easier for hate speech to spread rapidly and influence vulnerable groups.

He stressed the importance of education and awareness in preventing genocide, urging stakeholders to invest in initiatives that promote tolerance, unity, and responsible communication.

According to the envoy, early warning systems and proactive measures are critical in identifying and addressing potential threats before they escalate into violence.

He also called for stronger collaboration between governments, civil society organisations, and technology companies to regulate harmful content and ensure safer digital environments.

The remarks come amid growing global concerns about the misuse of online platforms to spread misinformation and incite division.

Observers say the call reflects Rwanda’s continued advocacy for genocide prevention, drawing from its historical experience and commitment to ensuring such tragedies never recur.

The envoy reaffirmed the need for sustained vigilance and international cooperation in tackling hate speech and safeguarding peace and stability.
